The Republican Party controls the San Diego County Board of Supervisors—all five seats. And they will stop at nothing to keep their hold on power and elect Republican Bonnie Dumanis. This includes their all too transparent efforts to fund attacks against Nathan Fletcher with Democratic voters and promote Democratic candidates they think they can beat.

However, Democrats are not falling for their deception. That is why the Democratic Party of San Diego voted overwhelmingly to endorse Nathan Fletcher. This is on top of support from leaders like Governor Jerry Brown, Lieutenant Governor Gavin Newsom, Assemblymember Todd Gloria and Lorena Gonzalez Fletcher, Councilmember Chris Ward, Barbara Bry and Georgette Gomez, Senator Chris Kehoe, former Councilmembers Donna Frye and Marti Emerald and many others who have all stepped forward to support Nathan Fletcher—the official Democratic Party candidate for Board of Supervisors. They join the Sierra Club, League of Conservation Voters, and the San Diego and Imperial County Labor Council in standing with Nathan Fletcher.

FACT: NATHAN FLETCHER HAS ALWAYS STOOD FOR COMMON SENSE GUN CONTROL

Nathan Fletcher has been outspoken in his support of gun control measures and willingness to take on the NRA. Nathan Fletcher has always supported the things we today call on Congress to enact (universal background checks, assault weapons ban, limits on high capacity magazine, etc). He has been endorsed by gun control leaders like Gavin Newsom who stated he knows Nathan will have the strength to stand up to the NRA. And he has never solicited or accepted any endorsement from gun rights groups.

Fletcher Voted To Ban Open Carry Of Rifles And Shotguns. In August 2012, Fletcher voted for AB 1527. The bill prohibited “the open carrying of unloaded rifles and shotguns in public places in incorporated cities statewide” [AB 1527, 8/29/12; Giffords Law Center

Fletcher Voted To Urge Congress To Reauthorize Assault Weapons Ban. In August 2012, Fletcher voted for AJR 45, which urged the President and Congress of the United States to reauthorize the Federal Assault Weapons Ban. [AJR 45, 8/22/12]

Fletcher Voted To Require Gun Owners Report Lost Or Stolen Firearms Within 48 Hours. In August 2012, Fletcher voted for SB 1366. The bill would require that “every person whose firearm is lost or stolen must notify local law enforcement within 48 hours of the time the person knew or reasonably should have known that the firearm had been lost or stolen.” [SB1366, 8/22/12; Giffords Law Center]

Fletcher Voted To Strengthen Firearm Relinquishment Process For Domestic Abusers. In August 2012, Fletcher voted for SB 1433. The bill “would require courts identified by the Judicial Council to search the California Department of Justice’s records to identify any firearms owned by an abuser prior to issuing a protective order. If the order indicates that a domestic abuser possesses guns, the law enforcement officer serving the order would be required to request that the abuser immediately surrender any firearms. Additionally, SB 1433 would require an abuser who has surrendered firearms to provide a copy of the confirmation receipt to the law enforcement agency that served the protective order.” [SB 1433, 8/23/13; Giffords Law Center]

Fletcher Voted To Urge Congress To Adopt Comprehensive Approach To Fight Cross-Border Arms Smuggling. In August 2012, Fletcher voted for SJR 10, which urged “the federal government to adopt a comprehensive approach to fight cross-border arms smuggling. Among other important recommendations, the resolution urges President Obama and Congress to: Pass legislation to require the completion of a background check for every gun sale; Adopt federal bans on assault weapons and large capacity ammunition magazines; and Expand federal authority to crack down on corrupt firearms dealers.” [SJR 10, 8/9/12; Giffords Law Center]

Fletcher Voted To Allow Los Angeles To Enact Stricter BB Gun Ordinances. In August 2012, Fletcher voted for SB 1315. The bill allowed Los Angeles County to enact and enforce ordinances on BB guns and replica guns more restrictive than state law. [SB 1315, 8/13/12; Floor Analysis]

Fletcher Voted To Prohibit Knowingly Possessing Guns Within Secure Areas Of Public Transit Facilities. In May and August 2010, Fletcher voted for AB 2324, which prohibited “knowingly” possessing “any firearm within the sterile area of a public transit facility, if the sterile area is posted with a statement providing reasonable notice of the prohibition… ‘Sterile area’ means any portion of a public transit facility that is generally controlled in a manner consistent with the public transit authority’s security plan. This prohibition does not apply to individuals licensed to carry a concealed weapon.” [AB 2324, 5/13/10, 8/27/10; Giffords Law Center]

Fletcher Voted To “Simplify And Enhance Clarity” In State Gun Laws. In 2010, Fletcher vote for SB 1080 and SB 1115, reorganizing the Penal Code based on recommendations of the California Law Review Commission. The Law Center to Prevent Gun Violence wrote that they “participated in the California Law Revision Commission’s code revision process and supports the efforts of the Legislature and the Commission to simplify and enhance clarity in the state’s firearms laws.” [SB 1080, 8/2/10, 8/26/10; SB 1115, 8/2/10; Giffords Law Center]

Fletcher Voted To Require Electronic Submission Of Mental Health Facility Admissions To Department Of Justice.  The legislation “required that mental health designations reported to DOJ be sent electronically (previous law required that mental health designations be reported to DOJ but not electronically).” [AB 302, 6/3/09, 8/20/10; Giffords Law Center]

Fletcher Voted To Authorize Courts To Issue Search Warrants To Seize Firearms Possessed By People Detained For Mental Health Examinations Or Arrested For Domestic Violence. In May and September 2009, Fletcher voted for AB 532, which authorized courts to “issue search warrants, upon finding sufficient probable cause, to seize firearms owned by or in the possession of a person detained for a mental health examination or arrested in connection with an incident of domestic violence.” [AB 532, 5/18/09, 9/3/09; Giffords Law Center]

Fletcher Voted To Authorize Courts To Issue Search Warrants To Seize Firearms Possessed By A Person Subject To A Domestic Violence Protective Order. Fletcher voted for AB 789 in May and September 2009. Fletcher Voted To Expand School Gun Free Zones. In June 2009, Fletcher voted for AB 668, which in its original form would have extended gun-free school zones from 1,000 feet to 1,500 feet. [AB 668, 6/2/09; Floor Analysis]

Fletcher Voted To Create Procedure For Relinquishing Firearms For Defendants Convicted Of Offenses That Prohibit Gun Ownership. In June 2009, Fletcher voted for AB 814, which in its original form would have established a procedure for “defendant who owns, possesses, or has custody or control of a firearm to sell that firearm to a firearms dealer or relinquish the firearm to a law enforcement agency when the defendant has been convicted of a specified offense and prohibited from owning a firearm.” [AB 814, 6/3/09; Floor Analysis]

Fletcher Voted To Enhance Pawnbroker Firearm Dealer Reporting To DOJ. Fletcher voted for SB 449 in August 2009. The bill required secondhand dealers like pawnbrokers to “daily report each firearm he or she received to DOJ instead of reporting to local law enforcement and enable DOJ to use the reports to identify lost or stolen firearms.” [SB 449, 8/27/09; Giffords Law Center]

Fletcher Voted To Extend Pilot Programs For Cities To Pursue Detainer Actions Against Persons Arrested For Illegal Use Or Possession Of Firearms. Fletcher voted for AB 530 in May and September 2009. The bill “extended deadlines on pilot programs to enable cities to pursue unlawful detainer actions against persons arrested for illegal use or possession of firearms.” [AB 530, 5/18/09, 9/8/09; Giffords Law Center]

Fletcher acknowledges that he is more outspoken and stronger on these issues in the last decade, but his opponents efforts to paint him as weak on this issue are just wrong.

FACT: NATHAN FLETCHER HAS ALWAYS SUPPORTED A WOMAN’S RIGHT TO CHOOSE

FACT: NATHAN FLETCHER WAS NEVER A “CONSERVATIVE REPUBLICAN”

Nathan Fletcher was raised in Southern Arkansas, attended California Baptist University, then joined the Marine Corps.  Given his life experiences, it should surprise no one that he initially registered and became involved in the Republican Party. He even ran for the Assembly and served for three years as a Republican. But, from the beginning, he was criticized by the GOP for being too progressive on nearly every Democratic core value: Equal Rights, Environmental Protection, Choice, Labor, and Workers.  It was often noted that his voting record, as a Republican, was the most liberal of any other Republican and further left than the moderate Democrats.

Just look at what GOP leaders said about him then:

California Republican Assembly: Gave Nathan a failing grade for his support of reasonable restrictions on firearms, making it easier for welfare recipients to receive benefits and his support of LGBT issues.

FACT: NATHAN FLETCHER’S RECORD IN THE LEGISLATURE REFLECTED HIS GROWTH ON PROGRESSIVE ISSUES AND HIS EVENTUAL PARTY CHANGE TO DEMOCRATIC.

Nathan worked with Democrats, even as a Republican, to ensure there were leadership and enough votes on key progressive legislation.

2009 - 2012 NATHAN FLETCHER WAS THE ONLY REPUBLICAN IN EITHER HOUSE TO VOTE WITH DEMOCRATS 25 TIMES, MORE THAN ANY OTHER REPUBLICAN ASSEMBLYMAN OR SENATOR. 45 TIMES HE WAS THE ONLY GOP VOTE FOR DEMOCRATIC LEGISLATION IN THE STATE ASSEMBLY.

Nathan worked with Democrats to close a corporate tax loophole.  “The smart jobs-creation package unveiled last week by Gov. Jerry Brown and Assemblyman Nathan Fletcher, R-San Diego, managed to get through the Assembly without a vote to spare… ” (UT Editorial Board, “Don’t Give Up On Jobs Proposal,” 9/13/11)

Nathan cast a critical vote in support of Homeowner Bill of Rights. This legislation forbids banks from starting the foreclosure process on a homeowner if the property is in a loan modification program and requires all banks to cease the practice of “robosigning,” where bank employees routinely signed foreclosure documents without actually reading them.

NATHAN SUPPORTED THE DISCLOSE ACT.

A bill (finally passed this year) to give California voters more insight into the funding of political advertisements in the post-Citizens United era of unlimited spending by shadowy independent groups. Nathan Fletcher was the only Republican to support the legislation.

NATHAN WAS THE DECIDING VOTE FOR FARM WORKER SAFETY ACT OF 2012.

This legislation held growers and labor contractors jointly liable if workers are not provided adequate shade and water.  Despite making sense, the bill failed to gain a majority vote with the Democrats on the Assembly floor, Nathan stood up for workers.

By his 4th year in the Assembly, Nathan Fletcher had a clear Progressive voting record, including 100% for EQCA & Planned Parenthood, very strong records on labor and the environment.

FACT: OUR DEMOCRATIC PARTY ASKED NATHAN FLETCHER TO JOIN US, MAKING THE CASE HE WAS ALREADY ONE OF US. HE DID AND HAS BEEN AN ACTIVE, CONSISTENT, PROGRESSIVE DEMOCRAT FOR YEARS NOW.

Not once, but twice Nathan Fletcher was asked by party leaders to join the Democratic Party. They laid out a case for why he shared our progressive values and belonged in the Democratic Party.

Nathan has been a clear voice on Democratic initiatives, lending his voice and campaigning to stop anti-union ballot measures (including Prop 32), promoting education and taxing the rich (Prop 30 and its extension), raising the minimum wage in San Diego (Measure I) and fighting for our voice at the ballot box (Measures K&L.)
